Countries most vulnerable to climate change have attacked rich nations for rethinking the global treaty timetable that would enforce legally binding emissions cut targets.

The courts have been urged by a watchdog to issue tougher fines for environmental pollution.

Environmental campaigners have claimed the Government's "obsession" with carbon trading as a solution to climate change is "irresponsible and dangerous" and could trigger a sub-prime style financial collapse.
